Quebec moves to recognize ‘right’ to abortion in proposed constitution

QUEBEC CITY (LifeSiteNews) — Quebec has proposed legislation to enshrine an apparent “right” to abortion in the province’s draft constitution.

On October 9, the National Assembly of Quebec introduced Bill No. 1, Constitutional Act, 2025 on Quebec, which aims to establish a constitution for Quebec that prioritizes the province’s values, including a so-called “freedom” to abortion.

“We must now go further,” Premier François Legault told the National Assembly. “Quebec has made the choice of staying in Canada, but it also chose to affirm its national, distinct character.”

“The time has come to affirm, in a clear manner, the constitutional existence of the Quebec nation,” he continued. “The constitution will include all of our rules, all of our fundamental values in one unique law. It will become the law of all the laws.”

The proposed constitution embraces various anti-life amendments, including entrenching abortion and euthanasia laws within the province’s constitution. The legislation was passed with 71 votes in favour and 30 against.

“The state protects women’s freedom to have an abortion,” item number 29, translated from French, promises.

Quebec recently confirmed its support for abortion when the provincial Superior Court ruled that abortion facility “bubble zones” are unconstitutional, yet “justified.”

Currently, the Quebec law prevents pro-life advocacy within a 50-meter radius of any facility or premises of an abortion business. Forbidden activity includes discouraging a woman from having an abortion or offering alternative resources to help the mother keep her baby.

Additionally, the legislation promises to target the sick and elderly though euthanasia. The legislation pledges to ensure that “[a]ny person whose condition requires it has the right to receive end-of-life care,” language that includes the use of euthanasia.

At the same time, Quebec, a notoriously liberal province, has the highest rate of assisted suicide in Canada.

The province saw a 17-percent increase in euthanasia deaths in 2023 compared to 2022, with the program claiming the lives of 5,686 people. The high figure represents a staggering 7.3 percent of all deaths in the province, putting Quebec at the top of the list worldwide.

Quebec Life Coalition President Georges Buscemi told LifeSiteNews that the group is “outraged – but not surprised. For far too long, Quebec has been institutionalizing the erasure of its spiritual roots, its long tradition of defending life, and even its very sense of human solidarity.”

“Here, Quebec is shooting itself in the foot: by rejecting the vital force that gave it birth – its faith, its moral code, its Christian culture – it denies the very sources of its continuity,” he charged. “It renounces the transcendent horizon that alone gives meaning and coherence to freedom, to solidarity, and to justice.”

Buscemi warned that “far from strengthening national unity, this proposed constitution divides. It elevates abortion – a destructive act – to the level of a founding principle, and turns its back on Quebec’s Christian heritage, a heritage that once gave life, beauty, and justice to its institutions.”

“We call on all people of goodwill in Quebec to reject this proposed constitution and demand a true foundation for the future: one that protects all human beings, including the most vulnerable, and that humbly acknowledges the spiritual inheritance upon which Quebec was built,” he encouraged.
